DM Education is all about better access to formal assessment & accreditation in music. In autumn 2011 we carried out a major national consultation into ‘disabling barriers to formal music education’. The findings and recommended ‘benchmarks’ that follow from this consultation provide invaluable information for Hubs in meeting their commitments to SEN/Disabled children and young people. Drake Music took part in the DfE’s National Plan consultations and our accessible singing work is highlighted as an exemplary case-study in using music technology to break down disabling barriers (p.51 of the National Plan). We continue to discuss implementation of the National Plan with both the DfE and the Arts Council, especially in respect of the controversial ‘per-pupil national funding formula’ weighted for free school meals. Hubs need to be aware that they should not rely on the free school meals premium to provide the extra funds required to deliver high quality music provision for SEND pupils. There is no automatic correlation between the numbers of SEND pupils and numbers of pupils receiving free school meals in each local area.
